it was discussed a while back by Oly; no portables because
1 we are afraid portables would flood the forum and
2 we are afraid r2r will whine and punish us

it is not specifically Kontakt Portable or other portable software that is prohibited. warez in general is prohibited, which includes any version of Kontakt.
