I had a similar issue a while ago on Windows 7. Opening a folder took forever.
The solution for me was to delete those 2 keys:

    [HKEY_CURRENT_USER\Software\Classes\Local Settings\Software\Microsoft\Windows\Shell\Bags
    [HKEY_CURRENT_USER\Software\Classes\Local Settings\Software\Microsoft\Windows\Shell\BagMRU]

Had already tried and no difference.

I normally do check Black Viper, but didn't this time....my foolish fault!

I didn't bother chkdsk as it happened across all my driver equally, so I assumed it wasn't likely to be a drive issue that needed to be checked for errors.

This is what @RachProko referred to in his link above, but didn't fix the issue.

Good to know. Might be a useful nugget we've given someone, between my breaking and your fixing of the issue :rofl:

All those Windows audio optimization guides recommend disabling Windows Event Logs. I expect other people will start having this issue as they migrate to Win 11 and try to follow them.

Mine does that sometimes not only during Boot but also in Explorer too and it is always a Seagate External Hard Drive (USB) that causes that issue... When I unplug the ext. USB drive my explorer comes on straight away. So if you have any external drives you could try that

I don't know in Win11, but in Win10 it's not possible to disable Windows event Log. Well, it is, but not without fucking up Windows big time.
It's frustrating but there's a lot of important stuff that depends on it. I think you can reduce its activity and no more.
