I don't know about Russia but when I first got interested in recording (around 2003) Cubase was the go-to DAW in my little country, and you also get the LE version when you buy stuff like multi-effects and interfaces, which could be the reason it's so common.

 

That's why you don't find cracked Cubase 9, because in Russia is called Rubase 9 and was launched before Steinberg, cracked, boxed only. All boxes come with a Polar Vodka and a Bear 49 MK2 Keyboard included.
