As already mentioned, most of the Spitfire libraries.

We can also add Orchestral Tools or even VSL if money isn't a problem.

It depends on the type of music you're doing.
For epic orchestral ''BBC Symphony Orchestra'' seems to be very interesting :

hmm, any thoughts on symphony series ensemble patches and Albion I and III?
also, I'm just trying to make some orchestral intros like Far Out's songs and Porter Robinson's "Fellow Feeling"

Albion 1 & 3 will be more like epic style but if it´s what you need they´re great libs for that task.

ProjectSam could also be an option if it´s epic stuff you´re going for!

Short answer: There is no "best". It's all subjective.

Find some kind of sample. Reverse. Stretch. Transpose. Now, people will be on this site asking how to make your strings.

    Or go NOVO

..giving examples like this is better than asking for "the best" as, as mentioned above - there is no such thing.

What you are looking for is more on Spitfire than Orchestral Tools side. But Albions wont cover you, as you don't have soloists in those (talking strings). And a big part of let's say Porter Robinson build-up is the solo violin at the beginning.. If I had to recreate both examples, I'd take SF's Albion One + Solo Strings (separate solo violin included).

Ofc Iceni or Olafur wouldn't hurt as a bonus, but I am also considering the budget.. and a side note here: the orch libs are the first that should be legit in your arsenal, if you are going "pro" so I wouldn't get too attached to those that are out of reach..

The BBC orch that's about to be released seems interesting and would probably cover all your needs (as the soloists are recorded separately). Nice (intro) price tag for all that stuff too IMO. It is geared more towards those who want classical structured orchestra and have some serious composing skills.. like Andy Blaney in the Millenium's post. Could get in the way, for what you're asking.

Hey dude, thanks for the answer, it was my fault, I mistakenly wrote "the best" instead of "some good libraries" lol, I know it's subjective or else why would there still be discussions like mine haha.

All libraries mentioned in posts above are valid, i would add NI Symphony Series Strings Ensemble.

However, for ensembles, while in the mix and with proper reverb there would be no such huge difference among them, with solos it's another matter.
At the moment, I consider SWAM physical modelled engine (they're only solo instruments) the most realistic, and with the help of a proper controller (mandatory), unbeatable.

I'll try to upload some audio example, and you'll tell me what you think about it.

Solo strings - For this test it was used a Keystation Mini 32 + Smartphone with TouchOSC custom layout.
    Dry audio (no fxs).

Swam violin, a snippet of the same track mentioned in request - Porter Robinson's "Fellow Feeling":
