sounds a little like a short square wave sample looped in a sampler with long ascending glide notes judging by the rate increase as the pitch increases.
could be wrong, a number of ways to make such a sound.

the uplifter you're hearing is a noise sound with a flanger on then pitched and automated.
I have made one myself a while ago.

You can add some effects like a sidechain, eq, vibrato and bitcrush to work the sound a bit more.

That's actually that SHM thing that everybody used, I stoled/copied Sylenth preset from Eddie Thoneick's FM issue, never used it, people used this same patch and clearly went over the roof from enjoyment of being capable of copying SHM, so here you go

Tweak it, don't just bounce down one note, play with this shit, it can sound maybe little different, put your mind into it
