    Don't take my words, but it seems like a sine wave going down, most like the base of the kick is made. Then add delay/reverb

    I'd go with a self oscillating filter (crank up the resonance in a analog synth's filter like Diva, MS20 and apply an envelope to cutoff and close all the oscillators). When playing midi notes the filter will close an generate that sound. It's classic since 80s.

    1) Sine wave oscillator (just one).
    2) Set amplitude envelope to fastest attack, full sustain and release to taste (a nice tail when you release the key).
    3) Add pitch envelope with short attack (maybe 20ms, pitch going fast up) and longer decay (try 300-600ms). No pitch envelope sustain. Now you've got your basic "whale".
    4) Add an additional pitch envelope with just a very very fast decay, no sustain and no release. Set this envelope to a go from a high pitch to a low. The fast decay will add a transient on the sound. Set the range (pitch interval) to taste and how much snap you want it to have.
    5) Add a delay effect. Adjust delay time and feedback to taste).
    6) Add a pretty long/large (decay) reverb effect. EQ reverb and mix to taste.

    Edit: Maybe there's a hint of a fast vibrato in there as well. Add a pretty fast (~20Hz) sine wave LFO and assign it to pitch in order to get a fast tremolo going. Adjust amount and speed to taste. Doesn't have to be much pitch difference in order to become noticable.

    The sound itself is really easy to make (when you know how to make it).
