This part is from Armin Van Buuren's Humming the lights.
The drums have a distortion like/lofi sort of effect.

I created something similar but i am missing something in the texture of the sound.
I created the tom drum in the middle of the part, by stretching it into two parts, and then gradually shifting the pitch down. (in ableton)
I applied all sort of mild distortions and layered it with pitch down (but preserved tempo) versions of the part.
Then i added some grain delay and then heavily compressed it and then expanded it to keep the transients.
Yet, there is an effect missing from the recipe.
Any experienced player's input will be appreciated

You are pretty close... I believe what you hear missing is the rise on the back causing some phasing... try a phaser perhaps

 

there is also a little bit of sidechain ducking the attack i thing, but someone correct me on this as i'm not sure

 

You can try to add some bad Hall reverb algorythm and a gate to cut the tails, and maybe add some narrow mid eq to make this kind of resonance we can hear! To finish try to draw a progressive pitch bend at the end ;)
