A friend of mine just helped develop an Android App where people can upload & download ringtones, alert tones and wallpapers. You get a few coins when you install it (12, I think). Each item will cost you a coin. You can earn coins by watching ads (up to a limit) or by creating your own ringtone, alert tone or wallpaper and uploading it!!!. The name of the app is Qustom!, and you can get it here (if you're using an android phone).

I create my own ringtones because they are usually guitar solos (or guitar riffs) that you cannot find on any popular sites for ringtones.
Simply find the desired audio track, edit it say in Audacity and transfer to your phone.
