Hello people!

During the offline installation, the waves installer wants to access the system extensions file. If I choose to enable that, mac says,
"to enable system extensions, you need to modify your security settings in the recovery environment. To do this, shut down your system. Then press and hold the Touch ID or power button to launch Startup Security Utility. In Startup Security Utility, enable kernel extensions from the Security Policy button."

Is this normal? What should I do?

Yes it is normal. You have to disable SIP to run the VR Steinberg releases that have been done since Cubase release, the same way. This does not mean it is advisable, make up your own mind about that.

If you need files to get it working, you have done something wrong. Whatever release you have picked to install, should not be missing any files. The one you are asking about is not the OSX Validate All AU's utility. It is from Waves installation. A Scene release missing files for installation would either get a Repack or Nuked. It should install (almost) just like retail.
