Not sure what I'm missing but when I go into the Waves folder and extract the Waves Central Installer, the folder only contains an Uninstaller zip file.

When I unzip the patch, it gives me another patch folder that has another zipped folder that Mac tells me it can't run.

Try downloading from the sister site. You may have an incomplete package there.

are you on m1? also, what macOS. I haven't installed it yet but I am on Mojave. Just extracting it is enough to give second thoughts.

which file can you not open? there is the bundle installer in /patch and waves au reg utility.app in /AU reg tool

I don't have an /AU reg tool file.

 

I downloaded v12 instead, but it tells me to replace the WavesLicenseEngine.bundle in Library/application Support/Waves/Modules, but the only folder inside that Waves directory is a license folder.
