    No!!!

Blue Cat's PatchWork is a universal plug-ins patchbay that can host up to 64 VST or AU plug-ins into any Digital Audio Workstation (DAW) in one instance.

VST3 presets are always linked to the respective synthesizer with which they were created.

The closest thing i can think of is the ability some DAWs have of doing that. With Reaper for examploe you can save "FX chains" which could be made of just one plugin, then you can load the FX chain where you want it and it will load up the plugin in the state it was saved. I supose other DAWs have similar tools.

So you are basically looking for a Global VST control center plugin? This I think would require every VST to comply with it....

As mk_96 said mainly in many DAW's, and as Radio said within the VST itself. Each DAW has different degrees of what they can save.

Cubase for example, can save the preset as whatever you wish to call it if you have tweaked it and it can be recalled instantly but if you mean by default, I think you have to know where the individual plugin stores its default setting. Yes Cubase saves Omnisphere and other user-altered settings via a drop down in it's controls, even Reason Rack, with however you changed a preset settings or Kontakt with a library etc etc and also does the same with FX plugins. It also saves insert chains of plugins. I am sure other DAWs do much the same in one way or another.
But it is a manual recall, not automatic. In Windows, some plugins store their default settings in the registry so that would get extremely messy and not a great idea unless you know exactly what you are changing.

Some plugins like EZDrummer and Superior Drummer as examples, can do a 'save as default' so it will load that automatically on stand-alone or as a plugin. If it is not built in by the plugin developer, I do not believe there is a Global control center except for within the plugin interface in some DAW's as mentioned, that will do that.

If you use ableton you could save the omnisphere + preset in an rack. select omni Press control G and save it in your personal preset map

Throw any settings of as many vst synths/effects routed whatever way you want into a combinator in reason and that puppy will open right up just the way you left it. One of reasons biggest assets. If you have reason rack as a vst you could then open any vst combination you've made in any DAW.
