in the Folder is a file called
Setup Meter Tap 3 v1.0.2.exe

must i run this .exe before the setup VocalSynth 2 v.2.0.1.exe ?
and what is this file Setup Meter Tap 3 v1.0.2.exe doing ?

You should not need to install it but it won't hurt.
You don't need to run it before VocalSynth setup.
I installed it even though I don't know how to use it yet, but I have installed Ozone, Neutron, etc, so it might be useful.
It grabs a signal so that other iZotope plugins can read it.
