Well, Nixon found out the hard way to be careful about tapes, but he was spying.

Basically, any statements made by politicians are public, so in the public domain. Even the lives of anybody else considered a public figure is newsworthy and subject to re-use and musical commentary. These days companies love to challenge fair use to see what they can get away with, but IMO politicians are about as safe as it gets.

YouTube is a last resort for me. I think that old analog tape or record noise just adds flavor, but I can do without lossy compression artifacts. I guess I'd look for sections of isolated noise, and try using an algorithm to remove that from the whole recording. I used SparkXL and AudioScuplt to do this, but I know there are much better tools now. Maybe SpectraLayers or one of the iZotope suite.

I'd look for online radio news recordings, like from NPR or archive.org.

I wouldn´t worry about legal issues, since they are usually public announcements.. there´s lot songs/remixes already using political speeches, etc.. never heard anyone get suited for it

Frank Zappa did a track called "Porn Wars" which features a lot of samples of various U.S Senators at a Congress Hearing back in the mid '80s.

There's a YouTube clip of Zappa being interviewed by John Barbour who asks him about the rights of using the Senators voices, which Zappa replies "It's all public record." About the 01:30 mark in the following clip:

If Jair Bolsonaro were to win the election in Brazil it might be a bit foolish to sample him in a not so flattering manner.
He has said that those of African descendants basically are sub human and that he could never love his son if he were gay and also said that a policeman who has never killed is a bad cop. People like that are dangerous types with dangerous ideas to freedom and have entourages and followers that are just looking for an excuse to act out.

I guess that it depends on the country and the individual.

I've done this with Eisenhower's farewell address. Years ago. No issues. Can't imagine there would be any. I'm pretty sure it's public domain because they are words spoken at the behest and for the benefit of the American people.

It depends who owns the original copyright in the mechanical recording of the politician and the stringency of any publisher of your derivative material. If you're talking a real label and a recording made by a mainstream news medium, you're going to need to license. There are many exceptions though.

Consider also an impersonator, they can be cheap if not free and the copyright's all yours.

And let's not forget the immaculate...
