In small doses over a long time nicotine doesn't harm, but most likely we tend to consume more and more, because it is building up an addiction because nicotine receptors in our brain need (make us feel the need) to be sturated. It's quite the same with cafeine. And nicotine doesn't help to stay away from cigarettes, so it's best to quit nicotine in the lon g run.
