I've been using MIDI Wizard and Drum Monkey and I was beginning to have my doubt,
"Are really they done machine learning?".

I noticed that MIDI Wizard "Generates" same phrase some times through experience of clicking generate button over hundred times.

    My thinking is,
they have pre-made phrases, and just mixing these phrases every 1 bar.
So, each 1 bar of generated melody is not generated mechanically or programatically. Pick phrases, then fit to key.
    Machine learning was not needed.

This is why something happens as picture shows bellow.

Wizard generated "A" first, then I hit the button, "B" was generated.
Nothing changed where highlighted by red.

    What's your opinion?
