    Is UAC off?

Did you try running as admin?

    Any live "shields" running?

    Is .NET Framework 4/4.5 installed? ( https://support.microsoft.com/en-us/kb/926804 )

try this, then run installer again as admin

    Reregister the Msiexec.exe File

Unregister and then reregister the Windows Installer executable file, Msiexec.exe. To do this, follow these steps:

    a. Click Start, type Run from the search select Run, click on it and type the following command in run:

    msiexec.exe /unreg

    b. Click OK. If you receive a confirmation message, click OK again.

    c. Click Start, type Run from the search select Run, click on it and type the following command in run

    msiexec /regserver

    d. Click OK. If you receive a confirmation message, click OK again.

also try downloading the installer again https://www.ilok.com/#!home make sure to create a free account for your licence keys

    possible causes of 1603 error

Short file name creation is disabled on the target machine.

An Install Script custom action is prototyped incorrectly.

A file is locked and cannot be overwritten.

The Microsoft Windows Installer Service is not installed correctly.

The Windows Temp folders are full.

The setup was corrupted after installation and, therefore, fails with this error during un-installation.

An older version of Install Shield Developer is being used.

Print and File sharing is not installed if your application needs it.

    First of all

    run task manager
Processes and click "Show all Processes from all users" - Will show listing and look for
    LDSvc.exe

If you do not see it than that is a good sign.
If you see it Ilok is still installed and the Pace Service is still running.

Goto add/remove programs ( or uninstall programs in Windows 7) and check for "PACE Licence Support Win64"

If it's there than that means it is still installed, UNINSTALL IT by right clicking it and "Uninstall" you may then have to reboot.

The iLok crap is a low lever driver "Really a root kit" so sometimes it may not install properly.

Some locations to check out on Windows 7 64 bit

    1.

C:\Program Files (x86)\Common Files\PACE\ here is where the service daemon is located

    2

C:\Program Files (x86)\iLok License Manager\ check here the main licence manager is here.

So in order to install the Ilok drivers/ Licence manager you can not have those files or service running.

That is why you need to go back to the basics here and start simple.

Let us how it went and what you found...

do this before messing with Dot net 4 framework.

***READ THIS MR Dingus ***error 1603 This issue might occur if the SYSTEM account does not have Full Control permissions on the folder that you are trying to install the Windows Installer package to. You notice the error message because the Windows Installer service uses the SYSTEM account to install software.

Last Attempt install (Microsoft Visual Studio) and your pc will probably be fine it replaces all your nt framework dll or updates them, i would definitely do, could have corrupted dll files preventing you from installing certain apps
