Modulate filter cutoff with one LFO, and modulate this LFO's rate with another LFO or an envelope. Sounds more like an envelope in this case.

 

Have two envelopes.
1) One that controles the rate (fast to slow) of the saw LFO that controls the volume.
2) Another envelope that controls the lowpass filter cutoff so that it gradually opens up the filter (slow attack).

 

No, the gradual filter opening is done via automation, probably even on an insert somewhere down the signal chain (because it's being opened over the course of a few bars and then stays open up until the breakdown, where it closes again). And the LFO definitely controls the cutoff and not the volume, since the very characteristic wub-wub filter sound is there.

It can surely be automated, but there seems to be some consistency in the beginning.

Yeah, the saw LFO (controlling volume/amplitude) can also be assigned to lowpass cutoff to get a more wub-sound.
