A sound editor does, as described, edits sounds. Cutting them up, trim them, make fades, etc. Sync'ing sounds/dialogue to visuals in a movie, commercial, game, music video, tv-series, etc.
A sound designer is the one who creates, records, layer, tweak, process sounds. (there is also Foley recording artist, Foley engineer, mixer, etc).

Many times designer and editor go hand-in-hand and you do both on small projects, but on bigger projects it's nice to separate the two (or three, the sound mixer) because doing both would take alot of time and be confusing.

There are also supervising sound editors, assisting sound designers, re-recording engineers, etc etc. You get the idea.

I'm currently doing Foley, recording engineering, sound design, editing and mixing for a game.
