Each plugin "declare" his own PDC to the DAW, so the DAW try to compensate track GLOBAL delay between each track.
    Called "PDC compensation".

So those plugins like SampleDelay, Voxengo Latency Delay ... declare PDC value you set on purpose.
    https://www.voxengo.com/product/latencydelay/

    There are several uses.

Like making a "real time" tape effect with a tape player in "repro" mode.

To mesure the delay you need to compensate, you send 1 audio track with click samples to your tape player.
You record the "repro" signal back to an audio track.

Now you mesure time between your original audio click to the recorded one, in milliseconds AND samples.
You enter those values into a PDC compensation plugin in your "repro" track.
Now those audio clicks should be perfectly aligned when you play them back together.

Now, you can record your tracks by monitoring in real time on the NON PDC mix tracks.
And getting the "tape repro" aligned with your whole mix afterward.

You just need to let the tape roll ... and getting tape sound into your DAW, without having to rewind and play back.

I didn't found the original video made by a guy showing it ... too bad.
