It sounds very much like mongolian throat singing. I can just guess, it might be a comb filter or added harmonic. I was actually able to replicate it in the morning on the toilet with my laptop microphone:

Hey man, awesome toilet recording. As for the effect, I think a vocoder pitching an octave down + some formant filtering will do the trick.
Also, I think the vocal was sampled from this track and just pitched down again to bring out the robotic character. Good luck

 

This is very impressive. How did you know where the sample came from? Did you coincidentally know this track? My question is hereby resolved.

BTW is there any particular Vocoder vst you know that you or anyone could recommend? I have been using the ableton one so far and have been wondering if there are more elaborate ones out there.

I don't really use vocoders, but I like LittleAlterBoy by Soundtoys. Works on drums as well and they have a sale on everything right now. Yay for more plugs
