I was able to find a working copy of it. It was released by Team Radium on February 02, 1999 according to the NFO. The version is 2.0g. I can DM the link if you want it.

I tried it on Mac in Crossover 21 and it loads up. Even sees my audio interface. Pretty cool, but the virtual jog wheels are as touchy as most not-fixed-yet E-Mu samplers. But @Synth Life, do you have the E-Mu X software sampler? There is a version from R2R which you would like, if you do not already use it.

 

@clone - I've sussed out the knob control details on Signum Sampler S1100 CDI. I'm on Windows 11 and seem to have complete control of them:

mouse click on knob - knob increments one click
mouse click and hold on knob - knob increments continuously at a slow rate
mouse click and hold on knob and drag - knob increments continuously at a rate equal to how fast and how far you drag the mouse

EDIT: Left button for Left movement, Right for Right. (Same logic for Main Volume knob)
