This is USA law, if the same company had its place of business in Europe, these terms and conditions or limitation would be illegal. You could almost say that you should rather buy European products, because the right to pass on licenses is better for the consumer.

there are many ways to cheat when using PayPal, regardless of the purpose of the payment. high commissions for payments will not be able to protect you from professional scammers. and the refusal of sites like eBay to use PayPal is the best proof of this.
