There is two sounds, that bit crushed white noise and pitched sine, go to You Tube and type something like pitch risers, white noise effects tutorial and something like that for the synth you have in disposal, there is tons of videos there

 

Sounds like a fuzzed out guitar through a pitch pedal to me

Xsze is exactly right. Thats how you make it. Or pluck a chord and slam the distortion pedal and pull on the whammy bar.
