Honestly I think they're just trying to stick it to the US same as with harboring Snowden (though I agree they should). Also oisinn is right, I'm sure that this is a big part of their economy.

Great things, have been accomplished in history with slaves, when you throw unimaginable cruelty and human suffering at something,
