Reaper comes with "MIDI Delay" as a JSFX. pizmidi midi delay if you need a VST. Or use a vanilla 100% wet, 0% feedback delay. Or use the 'routing' button on that particular track in Reaper and change media playback offset:

i tried the midi delay.....it works. Is there also any way to make it play earlier rather than delay?

media offset works with anything that is a media item (audio, midi items, ...), also supports negative delay
