i want it to snap where the arrow shows, right under the other one

Easiest option would be to set this up in the Snap/Grid settings. Right click on the horseshoe symbol in the project view (or [Alt] + [L])

Done. If snap is on, this already works.

i am still trying to do this...i have those options selected by default

the options u underlined are for media items/selection/cursor

but i don't think that means midi to midi snap

on the midi window when i right click there's 3 options

does this prevent this from happening? do i need to change

i tried several things but doesn't work still

for example if you have 3 midi notes inside the grid like below...can u drag one right next to another (but on different semitones as it shows there) i have the grid as 1 measure in this case

    It does, it's working here:

Snap note ends to grid, just means the end of a note, not how you can place the start of one by moving it.

You could also try to set the cursor to the end of the previous note: select previous note, Navigate (pull down menue) -> Move edit cursor to end of selected events. I have the impression this is easier to handle.
