Good, then the Reaper 4 theme should meet your requirements.

    Power Tip for OP:

    - First, make sure you have the free SWS extension for Reaper installed:
    https://www.sws-extension.org
    - Then open Reaper Action List and you will have these Actions available:
"SWS/S&M: Float FX 1 for selected tracks" (going up to "SWS/S&M: Float FX 8 for selected tracks" )

Assign these Actions to different keyshortcuts.
Now, with these shortcuts, you can open the FX plugin windows (without the white area) for FX plugins that are placed on a selected Track.

1 step further in even faster workflow would be this Custom Action (as example):

    Custom Action:
    Select Track under mouse
SWS/S&M: Float FX 1 for selected tracks

With such a Custom Action, you won't even have to select a Track first, upon opening a FX window, you just mouse point on the Track
in Arrange View and then run the Custom Action.

    Hope this helps !

NO need to change Windows system theme
go to action list, run "Theme development/tweaker"
    find "Window list background"
choose the dark color you like
don't forget to change "Window list text" or you won't see any text

NOPE, this entry is the wrong one, it changes the background of the 'Add FX to:' window, NOT the 'FX: Track' one.

    Thanks @RealBananas

? for ya or anyone ? - Other than in Win10 display settings, is there a way to resize FX GUI's that are tiny! I don't get the point of some manufacturers making them so ridiculously small... now that's hard on the eyes lol.

Right click on the Reaper desktop shortcut (taskbar right click again on Reaper in list) or, C:\Program Files\REAPER (x64)\Reaper.exe
Select properties, select the Compatibility tab, click Change high DPI settings
Under High DPI scaling overide click the check box & select System enhanced from the drop down menu
Click OK, click Apply & OK
    Restart Reaper

    Hope this helps.
