On the sister site, there's an emulator version of iZotope Neutron [released on May 2nd], which requires installing iLok driver (iLok License Manager) from www.ilok.com.

Is there also a R2R version of Neutron which doesn't require installing the iLok ?

No R2R release that runs without ilok for neutron. But the other release named Izotope Neutron advanced v 1.0.1 a WIN X86 X64 No Ilok, although not by R2R runs without ilok and it's the same version (1.0.1 a)

 

By whom is this "No iLok" release? Does it work 100% properly?

I think first it's dynamics that made it...Anyhow, Chaos has been reusing it since a while. I use those NOILOK for other izotope prods, it works fine. I've dled this one, but I haven't had time to install or test it yet. Comments on the release page indicate it's working.
