If you mean the arpeggio that speedups and slows down every now and then

you just use and arp and modulate the speed of it and maybe put a filter with a fast lfo on the cutoff

as for the sound it self you can do it in operator(ableton) quite easily if you use the default algorithm and just play with the volume of the b section

if you don't use ableton you can try modulating a sine wave's pitch with another sine wave
