To automate any parameter in FL, click on the piece of GUI that you want to automate, e.g. the pitch pend, then on the top left of the wrapper for that VST there is an arrow which brings down a drop down menu, then click browse parameters, then in the browser window, that parameter is highlighted, right click on that and select "create automation clip".

Pitch bend is not listed as a midi CC numbered controller. it has his own code which is reserved (As velocity and aftertouch).
You can find a list of Midi CC here Click me.

If what you want is to obtain a pitch movement directly into the synth, depending of the effect that you are looking for, you can use an envelope if you want a movement that will have an end or an LFO if you want a movement that repeat until you drop the key or you can combine both.

If you want to use an envelope,
Chose one, click on the rectangular case that says off at the right side, in the menu select the Oscillator and select pitch.
Move the AMT knob clockwise or counter-clockwise depending of the effect you're looking for.
Adjust the envelope parameters to your taste.
You can make the envelope sensible to velocity by turning the knob that says velocity.

If you want to use an LFO
Chose an LFo by using the tabs
click on the rectangular case that says off at the right side, in the menu select the Oscillator and select pitch.
Move the AMT knob clockwise or counter-clockwise depending of the effect you're looking for.
Use the rate to determine the speed of the LFO movement. Rate can be synchronized to tempo or not by selecting the Sync button.
Chose the LFo's wave form in the rectangle that should say sin if you're using a initialized preset.
Use the slider to control the wave form's shape.
Phase knob to adjust the phase.
Amp and sym knobs will adjust the quantity of effect that the LFO does to the pitch.
You can make the LFO sensible to velocity by turning the knob that says velocity.

    Hope this helps.

Looks like you guys have it covered. I'm not familiar with FL but I imagine the process is generally the same. Like the others said, you just want to create an automation lane for the instrument and automate the pitch wheel. Sounds harder than it is. Good luck!

thank you all for the replys :)
but it's still not like the other vst like sylenth1 that I can easily make pitchbend automation.
I tried make automation on midi (MIDI CC 1)but it's makes cutoff automation.

there is any solution for SPIRE VST?

    Easiest way:
While in the Piano Roll window, click on the arrow of the properties/controls tab (where the velocities are) and choose Channel Pitch. Then draw your automation. See here:
    http://uptobox.com/3ts50rxtmqd0

    Second way:
Go to the Browser > Current Project > Find your vsti and expand it > Find the pitch control, right-click > Edit in Piano Roll or Create automation clip (for playlist)

Third way (for FL native plug-ins):
Right-click on the control and create automation clip.

    Fourth way:
Right click on the control and click "assign to controller" and you can re-map it to modulation or whatever / Go to browser and find the control and select "Link to controller..." (and move that controller)

You can also use Waves Soundshifter for that if you want a really easy solution that works with any other VST
