with a budget of 400 dollars.

Which tessiture? Alto? Tenor, Soprano?
Depending in which country, but you will have to buy it second hand and be to have something descent at this price.
Look for Buffet Crampon, it's a brand that has been used in fanfares but are good enough saxes.
I would avoid cheap Yamaha, they are heavy and difficult to play.

In pawn shops you may find very cheap ones if they have problems with the pads, but this is not an expansive repair.
But be careful that the mechanics are right.

 

I'm assuming you are not in USA? but if you are... then Craigslist would be the way to go..
