I apologize for not having hands and basic knowledge about human's instrument, but what are the highlighted sections of the vocal called?

I suppose it has something to do with human voice frequency, but I also believe that this particular area where frequencies have lower level has its name.

 

Fundamental pitch. Or basically just pitch.

Female have higher pitch because they usually have shorter vocal cords.

Edit: 3-8k? 3k is presence, 6k is clarity, 6-10k is sibilance ("tsch" and "sss"). What you have marked is much lower than that. What are you really asking?

3k-8k...Highs? I'm not sure there's anything written in stone, some people might call it the brightness or sibillance area or whatever but that's more referntial than anything, the name will change depending on who you ask and what they are talking about.

As for the pic, can't see what frequency is highlighted, but doesn't look like 3-8k at all. Looks like a gap between the fundamental and first harmonics, so...fundamental maybe?

 

This is a fairly accurate explanation of the frequency bands for most voices.
