Essentially this is just a natural aspect of downsampling. This is a quite complex topic and I'm no expert at all at this, but from my limited knowledge and experience of just fiddling with video games, video and photography over the years, here's simple explanation of my understanding of it. Taking a larger image and resizing to make it smaller (downsampling or downscaling) usually produces a sharper image at a lower resolution, that difference between the original and resized image (in most cases sharpness) is caused by different algorithms that software uses to resize the image (like bicubic interpolation or chroma subsampling).

As for examples you've provided I'm not really sure, I work in Photoshop and never had such issues. I've never worked with Corel software before, but if I have to guess I would say that it might be an issue with the way Corel downsizes the images. When you're working in lower resolution you downscale the image more to make it fit your resolution of 550x99, and when your work in 2500x450 you don't downscale the image as much (or perhaps at all) and it produces less artifacts, doesn't make it blurry. And when you downscale that larger image in Paint, perhaps it uses different algorithms to do the job that provide better results than Corel. But that's just a wild guess.

Again, I'm no expert at these things, some things might be wrong or misremembered, so take all this with a grain of salt.

Oh, so you're saying that your original template is in 2500x450 and when you export it you put 550x99 as your resolution for the output image? If that's the case, well there's your problem. It is probably a combination of 2 things.
First of all, my guess for Corel using suboptimal algorithms for downscaling might be correct. Second, you're working with a resolution that is not a round multiplicative number of the resolution that you're trying to export to. 2500x450 is 4.45 (repeating of course) times larger than 550x99, that weird not round number might be a cause for the downsampling algorithm's undesired behaviour. Try changing your original resolution to 2750x495, which is exactly 5 times larger than 550x99 and see if the problem persists.

Hi Ikagura: Your explanation sounds totally reasonable. Since I don't work with CorelDraw, I wouldn't have been able to give him a sound answer. As I mentioned, I don't "export" resolutions. Just one and done.
