For some reason I can't seem to access this library. Ive checked the nicnt and xml files - no apparent issue there. I just keep getting the old "This instrument belongs to a library that is not installed".

Meanwhile, can someone who has this working successfully on a Mac tell me if the library should have a corresponding Component file? Mine doesn't.

Install library where you want!
On the sistersite search the kontak tlibrary 2 and go to page 4 in the comments, there you will find a post from bob dule with a modified .nicnt!
replace the nicnt in your library 2 folder with bobs good one!
take wallpaper from here and place it in the library folder!

Right. And that nicnt file makes it work perfectly within Kontakt 7.

I could have sworn someone claimed it also worked in 6.7, but clearly that isn't the case.

there's a minimum requirement strings in the nicnt file that said it needed version 7. try change that to 6 and rescan the whole library, maybe it will
