Firstly, according to the behaviour of the harmonics, I'd say it's calibrated to -18dBFS = 0VU.
Secondly, I've never measured below 10Hz before and this looks indeed strange. The good news, if you lower the freq this bump is lowered too.

 

Yes, the aliasing test linked above uses a level of -14dbFS as the 0VU reference on the input of the plugin, but this potential difference of 4db on the input level cannot possibly explain this low end bump. I have found this low end bump (possibly due to DC) in some other saturation plugins as well, but usually developer take precautions to prevent this from happening. It's a flaw and potential problem just like aliasing, since this low-end energy can built up and take away headroom.

I did some additional tests and found that the 12AX7 tube mode in particular creates lot of low end bump even at the default drive setting of 0. The ECC88 mode is less prone to the issue at the default drive setting of 0 (I guess it's because it exhibits less drastic saturation overall). Oversampling doesn't really make a difference in terms of the low end bump, but alleviates aliasing pretty effectively!
