Jazz, arpeggio & midi is something like milk, oil & stones, nothing you can really mix together.

Don't try to find some jazz theories on the net, especially on here, you will end like a machine gun chord generator at best.

Dude, I advise you to learn some jazz standards (schema theory) or study general harmony (ideal solution), such as that taught in the books from Berklee College of Music that cover the study of modality, tonality, modulations, modal mixture, tritone resolution, secondary dominants, substitute dominant chord(s), polychords, bebop scales, and extended harmony (cycle of thirds, quartal harmony, symmetrical chords, etc.).
Once you have a good grasp of this, you won't need programs that create progressions, you'll make your own and have fun in the process, using any arpeggiator. :dunno: :winker:

Lack of answers is due to how unclear the question is. Here's a couple guesses:

    - Use an arp with swing settings (BlueARP for example)
    - Print your preferred arp's MIDI output to a MIDI track and add swing yourself (your DAW has helper functions for this).
    - If you're looking for an arp with jazz chord presets, no idea. Frankly sounds like a bad idea. Just start learning.
    - Chordjam by Audiomodern and Scaler let you audit various ways of arp'ing through chords (tempo, voicing, directions, ...)
    - "Plugin too trancey" makes no sense to me. Plugin is what you make of it.

Yeah, the problem with music comes down to generalizations... they never work in absolute terms!
