i've used common sense and checked dependencies and the only one missing is something that wouldn't really affect the functioning of installers as its missing from a lot of stuff (because its system level, so Dependencies can't detect its presence)it seems to happen mostly with H20 installer for some reason almost consistently and some AIR installers. i've tried things from as far back as Oxygen and some of those run fine

Just to rule out the obvious:

Tried switching off my antivirus/malware

Tried looking for missing services and all are there apart from the ones that no longer apply to Windows 10 anymore(you can download them, but they wont install when you launch them and Microsoft says they are obsolete)

tried running in compatibility mode

Trying to open some older projects that use versions of plugins from around 2001-2004 and a lot of the crack installers back then seem to be mostly H20, AiR, and Artic, none of which will run beyond the initial splash screen of their logo and require force shutdown from the Task Manager

Any ideas?
