as far i know this can't be done in paint for example that comes natively with windows, when zooming in there's always pixels appearing left and right its not exactly straight?

It's called vector graphics. Vector graphics are math formulas and thus infinitely scalable. Bitmap graphics are pixels (blue pixel goes to X=351, Y=64). Inkscape, Krita, Adobe Illustrator. Plenty fish in the ocean.

I didn't quite understand the question. Check out the Inkscape tutorials, without understanding the concepts, questions will always arise. It is quite difficult to answer questions about working in the editor in text, at least for me.
If you want to enlarge an ordinary (bitmap) graphic file, then it makes sense to use the tracing function (convert to vector, google it), and then stretch the image.

interesting, i'm new to this...so i'll have to look this too

currently i am working inside inkscape and there's no export format to bpm or jpg.....which i'm trying to understand why right now, i guess its because bpm and jpg are of lower quality? i.e pixels?

I would recommend Inkscape for some real vector graphics work, but if you need to do simple vector boxes and lines [for memes...? :)] Libreoffice Draw will do just fine.
