you could be right or maybe he thought "grounding" means the problem is he put his PC on the floor directly instead of on a table...or hoverboard.

Come on, it's not my first language either, but the least the OP could do is reacting like
"Sorry, I'm not a native speaker, from what you stated I gather xxx, is that what you mean?"
    Or less overblown
"Me no english, mechanical dampening is what u meen?
Even google translate would make more sense. Like the other day, when some Japanese dude tweeted me "cool truck!" and I found out track (like in trains) means the same as truck/lorry in Japanese. Go figure!
It's like playing a text adventure with a really bad parser in a language you don't understand.

Just firing catchphrases and buzzwords at random is pretty much trolling.

but btw (warning: on-topic content following!!!!): I highly suspect the soundblaster. I once had a SB live and I had the meanest ground loop hum on the mic and line inputs imaginable. No cure whatsoever, really horrible. I ended up creating a filter for the sb live using the kx-project driver's almost unlimited possibilites. But I recon something like this would be far beyond the op's horizon.
