The problem's typical old movie soundtrack that passed through too many hands before ending up as 480p YouTube video, the audio probably getting cleaned up/gated/de-noised along the way, leaving this:

Not much happening below 90Hz, and highs start rolling off pretty quick at around 3K. Am pretty clueless, trying to figure out the nuts and bolts of sound restoration, so any tips/links/musings (other than "download RX6 and use it"/"get a better copy you fool") would be great.
    Thanks.

I haven't try this plugin, but, I happened to find out some overview about Celemony Capstan and its capability to restore the find problem on music recorded on mechanical mediums. I'm not sure if it's the right tool (just sharing).

No it isn't. That's not a plug. That's an APP. Also, it fixes temporal tapewarp/wow/flutter things, which is not what the OP wants.

What he wants is an exciter to fake high frequencies.

Something like that. Maybe lowpass a copy hard & downpitch that by an octave + 2 octaves to fake in some bottom thump too (I think the plugin lingo is "synthetic subharmonics"). Then deal with clumsy gating with a touch of blurry 'verb and etc. It's the same problem as trying scale a muddy .jpg, trading off detail/definition for...

Yep, exciter/analog emu for highs and bass enhancer/subbass generator for lows (for example Waves RBass)

Correct. That's why I went to the trouble of sticking "synthetic" in front of "subharmonics," and surrounding the whole deal with air quotes, for good measure. To preempt comments like yours. It was not enough, apparently.

A bass enhancer and a subbass generator are two different things.

But what if source was de-expanded too much already? I'd need a de-de-expander, where do I get that?

Almost. You sidechain Alchemist with Neutron and you probably nail it.

Hey, Hotstepper, could you provide a short demo with the OP's track?

    Clearly a de-compressor

    Wait, no... an expander.

I'll read my math college notes and hopefully come with an ultimate answer.
