    That should be possible with almost every soft and hardware synth.

    There's an obvious filter movement, means the filter opens up and closes again (env) and maybe a slower amp env movement to reduce the level after the filter movement. Basic wave form should be saw.

    lfo to filter cutoff square or saw waves longish attack and decay slight resonance done
