I think is a preset synth layered, you know wich synth plugs was used?

There are many ways that you can process vocal chops.
You can put vocal chops in a sampler and play a melody with MIDI, and modulate pitch and formant. Same goes with a granular synth, where you can do other types of tricks. You can also chop up different sections of a vocal adlib or whatever, and re-pitch (and re-formant) each chop.
There's even Melodyne where you can go crazy with vocals.
Or a mix of all of the above. There's no end of the possibilities.

 

As Baxter told you, you can slice your vocal track and play it with a sampler.
After you can use different fx
I think "Vocal Synth" from Izotope is a good start, and after Delay, Reverb, SideChain .....
