When it comes to synthesizers, I'm more the type that likes to use presets and therefore have only a little knowledge about it.

I would like to know how I get such a synth sound.
There are almost all common Synth's available.
Serum , sylenth,Pigments etc

Maybe someone can explain to me how something like this works or maybe even build me the preset .

It seems more like a flute sample (with pitch modulation) than a synth patch. Here an article from SOS if you want to try synthesizing a (basic) flute https://www.soundonsound.com/techniques/practical-flute-synthesis

 

Could also be a pitched up / squashed / stretched vocal sample, just guessing.

 

It sounds as if it is a reversed sample.

 

Vocal sample. Pitched up and pitch-bent. Pretty easy to do in any sampler or granular synth.
