Hey i kno this sounds like a weird question but im trying to figure out how he made his melody sound like its under water besides. i know he used a low pass filter but there are some elements in the beat that are in there that i cant figure out.

Is your question about the beat or about the melody?

Besides of the inherent talent/experience and vision necessary..

Timbre selection is a big part of it,
finding the Right sounds that also Match/Contrast in the right way..

For instance the Harpsy instrument on the Right channel, with those smearing effects..
(EQ, Mod Reverb/delay, Phase or Chorus, or god knows what..)

Contrasting with the Synth/flutey instrument of the Left, etc..

Or the mumbling voices that loop around, again with smearing effects,
    which give a Dadaist idea/feel..

And ofc compositional things like the Form, Harmony, Rhythm/Groove, Structure etc..
also play a part and help bring the idea together.

(Notice also how some of the samples are modified in Pitch,
and pretty much follow the two chords in the diatonic progression.. Am7 - Fmaj7
which being played equally as long create some ambiguity, putting focus on the contrast between A Eolian and F Lydian,
which has been one of the basic go-to chord changes in many pop-rock styles since forever)

It's a simple track, but it's done with considerable care,
and there's clearly a lot of experience behind that leads to this level of simplicity,
and the knowledge on how to effectively use all the tools it's using to help convey the idea, while giving a finished coherent result..

Sounds like a lowpassed kalimba or musicbox (with reduced transient/slower attack) running through a rotary/leslie effect. If we are talking about the same sound/instrument. Also add some tremolo (amplitude modulation with sine LFO).
Edit: You can also modulate a comb filter cutoff (delay time modulation), controlled by a sine or tri LFO to get a similar warbly sound.

sounds like you can get far with phaseplant and a karimba loop slap an karimba loop in phaseplant and modulate via lfo some comb filtering frequency shifting and some slight distortion

Maybe epiano thru filter, tremolo and some heavy flutter effect like the VHS vst(can't recall the name of it)?
