I've heard those sounds like hits (string, horns) that make me feel that they're by kind of samples.
What is that name of the samples and How can I get or make those sounds?

 

I cant recognize the stabs you provide, if you are really interested on the history sampling (Fairlight, Synclavier, Emulator, etc) here you have an in-deep documentary about the samples that made 80/90 music so iconic:

Recently I found the original 80’s Emax II factory library that contains all those goodies (works also on modern vst samplers)

Since Emu no longer sells Emax library, you can download it legally for free.

Also, if you own Arturia CMI V, you will find some of those iconic stabs in the presets
