I would not call 70 Hz "rumble". Anyway, you can get that drone by reverberating a kick in a separate track (not necessarily the kick that you use in the project but separate track because sometimes you also need a separate pattern), then compressing then ducking. You can duck with a custom pattern, not necessarily the kick's one.

Also used in techno is a simple synth patch with a sine wave and playing two notes simultaneously - at low frequencies the result is a sort of pulsing sound. (play the bottom note in key with the song and simultaneously the closest upper note still in key).

In house music, you can get a bouncy low end by simply taking any loop containing a bassdrum (sometimes it doesn't even need to be same tempo with the project, just make sure you make a 4-bars cut so you can loop it), hi-cutting anything above 70-80-90 Hz and then compressing to reduce the dynamic range then with or without ducking.

Bandpass the low frequencies of the reverb and also narrow the stereo width before ducking.
