I'm not too clear on which sound you are referring to. There are the standard bass wobbles which I've heard a million times in ni massive across many basic dubstep preset packs.

Then there is the saw synth with a rising pitch modulation, as if it's trying to sound kinda like a siren.
In fact, I'd probably go as far to say if you look through some of the older dubstep preset packs and browse through the sirens, you will find a sound at least very very close, if not spot on.

Both of those can be reproduced in massive.

I'm absolutely sure that Celldweller used Massive and Cronox 3 in this track, so it's sounds like Cronox
