I was wondering how to make song end like that so it sounds like the power went off to the tape recorder.
You can hear such example here > http://youtu.be/aLUOuu9xy14?t=3m23s

I was trying to find rate envelope in Reaper but there is no such thing.

Automate tempo or pitch it down(that whole part), that first ringed my bells :)

I remember I have slow down option in Logic, that do exactly the same thing :)

If you have reaper, try insert the reapitch plugin, and automate the shift (fullrange) parameter, and the volume parameter of the track.

Thank you all so much. Reapitch+envelope is the best solution.

Try DBlue Glitch's (it's a free VST) "tape stop" module.

Edit: Heh, you just posted your last message while I was writing this one, ^^

Simple pitch envelope. Any sampler, any DAW, any wave editor.

I don't think you need a specific plugin to achieve that... Just set pitchbend range to 24 semitones on your synth and do a full pitch down on the last note. Or transpose to -24 with a progressive (curved) automation line if you use some bounce.
The synth just go down 2 octave on the last note of that piece : https://soundcloud.com/xoxopowo/tyno-energy-remix-by-xoxopowo
