That kinda... retro recording, dusty, scratched, low quality vocal effect

    Any ideas?

Edit: i tried to explain what i'm looking for in a better way

Not sure what exactly you want, but listening to example i guess you want that retro recording effect, try this telephone effect EQ-ing maybe you get close...

If you really want that you vocal sound like he is from vinyl, try to apply some effects like these http://www.youtube.com/watch?v=tEYIiUUvq38

Hope it helps a little, still don't know what are you aiming for :D

I'm not sure what you mean either, but I do know there's a sample replay service called Scorccio that would be able to recreate that sample (or any sample for you) very easily. They have the best reputation and prices for their remakes.

Just Swing it! Flex it in Logic, or warp it in Cubase and Ableton Live. Same shit, different name.

Instead of straight 16ths, you warp every 2nd, 4th, 6th (etc) 16th note so that it has a delay/latency/pause. You could probably just add groove markers and quantize (or use groove template). It's pretty easily done these days.

Here's "Daft Punk -Around The World" in swing (no, I didn't do it):
