Edit:
The little icon at the bottom of the ARRANGER panel next to "1/4" was the culprit, when it's grayed out nothing will snap to grid. I've accidentally clicked this little fucker so many times without realizing it. Definitely should be in a submenu or somewhere less intrusive as I found the solution in a thread where multiple people complained about having the same issue as well. There's actually MULTIPLE threads with many people saying they've done this before too, and it's been an issue in Bitwig since at least 1.4!

What's worse is that SOME things still snap to the grid like the detail editor panel, so you can't just hold down shift and work as normal.
